各縣區人民政府，市各委辦局，市各直屬單位：
《淮安市市設權力清單》已經市政府八屆第63次常務會議審議通過，現予以公布，并就有關要求通知如下：
一、嚴格依照清單行權。清單具有剛性約束力，各地各部門要嚴格遵循“法定職責必須為、法無授權不可為”要求，正確行使行政權力。要按照便民利企原則，進一步優化權力事項運行流程，簡化辦事環節、縮短辦理時限、規范自由裁量，為企業和群眾提供優質高效服務。
二、動態管理清單事項。市各有關部門要根據我市地方性法規、規章頒布、修訂、廢止，以及部門職責變化情況，及時提出權力清單調整申請，報市委編辦按程序審核確認后統一調整公布。任何部門、單位不得以任何理由、任何形式擅自調整清單。
三、強化權力運行監督。市各有關部門要加強權力運行監督，公開清單事項，接受社會監督。要按照“審批監管并重”“誰審批誰負責、誰主管誰監管、誰行權誰擔責”原則，明確責任主體、責任內容及違規行權應承擔的責任，切實做到有權必有責、違規必追責，實現權責一致。
